A14: Attempts made to alter route of new eastern relief road in Bury St Edmunds

Attempts are being made to re-align an £18million relief road little more than a month after initial plans were waved through by councillors.
Plans for the eastern relief road in Bury St Edmunds, which will connect Skyliner Way in Moreton Hall to Junction 45 (Rougham) of the A14, were approved by St Edmundsbury Borough Council in January. The road is an important part of St Edmundsbury’s development strategy and has to be built before a 500-home development on Moreton Hall and an extension of the Suffolk Business Park can proceed.
But an application submitted to St Edsmundsbury planning department states the alignment of the road has been ‘amended’, meaning it will now run north of existing woodland, which is also north of Rougham Business Park.
Documents produced on behalf of developers The Churchmanor Estates Company Plc state that the proposed change ‘would not affect most aspects of the road proposal’ including traffic levels and its relationship to Moreton Hall.
However the shift does mean that noise generated by the road will move closer to homes situated on Sow Lane. An assessment contained in a revised noise report claims that mitigation in the form of landscaped noise bunds and fencing close to the road ‘will ensure that the properties are not unduly affected’.
Under the revised scheme a pocket woodland will be avoided and the planting of several thousand new trees will take place.
In a planning statement, which formed part of the revised application, a spokesman said: “There is a very strong need for the road to enable planning objectives to be met and the proposals are considered, therefore, to offer an equally suitable alternative alignment to that already approved.”
The new application will mean a delay of a number of months on the project as the determination deadline is not set until May.
A spokeswoman for St Edmundsbury Borough Council said: “We understand that the amended application avoids a parcel of land that the applicant has been unable to acquire.” A spokesman for Churchmanor Estates was unavailable.
