Jonathan Owen joins from Havering Borough Council in London, where he is assistant chief executive strategy and communications.
He is joined by Russell Williams, who is currently head of planning, transport and regeneration at Ipswich Borough Council.
Tracey Lee, one of three director at the council, is leaving to become director at Newport City Council.
