Police officer who flirted with 16-year-old girl found guilty of gross misconduct

A former Essex police officer has been found guilty of gross misconduct after behaving inappropriately towards eight females – including sending flirtatious emails to a teenage girl.
Pc Marc Louis, formerly of the Stanway Roads Policing Unit in Colchester, also kissed four of the women he came into contact with during the course of his duties.
A misconduct panel ruled on Tuesday that Louis’s behaviour breached the standards of professional behaviour, relating to “authority, respect, and courtesy” and amounted to “discreditable conduct”.
The hearing, which took place at the Chelmsford Civic Centre, heard that Louis had behaved inappropriately towards eight female members of the public between July 2012 and December 2016.
His behaviour was said to have ranged from sending flirtatious emails to kissing four of the women.
One of the members of the public he was found to have sent flirtatious emails to was a 16-year-old girl.
Several of the other women were deemed to have been vulnerable. Some had been involved in road traffic collisions and one had been a victim of a crime.
Louis, who was absent from the hearing, had already resigned from Essex Police.
The panel, led by its legally qualified chairman, John Bassett, decided Louis would have been dismissed if he had not already resigned.
Panel member Superintendent Kevin Baldwin said after the hearing: “During his time as a police officer, Marc Louis abused his position to instigate inappropriate relationships or contact with women he met following incidents he had attended.
“Some of these women were clearly vulnerable and in four cases his behaviour led to inappropriate physical contact.
“Had he not resigned as a police officer prior to the hearing, he would have been dismissed for this behaviour.
“His actions were a clear and serious breach of the Code of Ethics that all officers and staff must abide by.”
Gross misconduct hearings have been held in public as part of measures introduced to increase the openness and transparency in the police service by the Home Secretary in 2015.
