The drama happened at a four-storey block in Old Foundry Road, Ipswich, at 4am today.
Fire crews from Princes Street and Colchester Road fire stations went to the scene and found a fire had started in a rubbish chute.
People living in the flats were evacuated while the blaze was dealt with but were allowed back in their homes once the flames had been extinguished.
Firefighters left the scene by 5.45am.
