A spokeswoman for the force said Phil Collins, of Dickens Road, has been charged with the offences following the rape of a 17-year-old female in January 1990 in Gippeswyk Park, Ipswich.
He has been remanded in custody and is due to appear before South East Suffolk Magistrates Court tomorrow.
A 50-year-old man has been bailed in relation to an incident in the Stoke Park area of Ipswich, which occurred in September 1986.
