Kevin Seal, 56, of Queen Elizabeth Way in Colchester was charged with going equipped for burglary and failing or refusing to provide a sample for a drugs test.
The charge follows reports that two men were seen attempting to break into a house on Speedwell Road on April 4.
Seal is due to appear at Colchester Magistrate’s Court today, April 5.
