The youngster was walking in Rochford Road at about 9.50am yesterday when the man allegedly tried to grab her.
Police said the child managed to get away and ran home to raise the alarm.
A widespread search was launched around St Osyth and Clacton involving dozens of police and the force's helicopter.
A 52-year-old man from St Osyth was arrested in Clacton town centre shortly after 2pm yesterday on suspicion of abduction.
He was still being questioned by police this morning.
Detective Inspector Jim Caulfield said: “We are anxious to trace any witnesses, in particular an elderly lady who helped the girl shortly after the incident.
“Crimes like this are extremely rare and fortunately this was an isolated incident.”
