There are delays on the northbound lane of the A12 at London Road, Pakefield, in Lowestoft between the A1117 Bloodmoor Road and the A146 Belvedere.
In addition, drivers are being warned horses are on Coney Weston Road in Barningham at the Sandy Lane junction.
The animals were reported to be there at approximately 7.35am.
