The incident happened on the Bury St Edmunds-bound carriageway at around 4.35am on Sunday.

A car, followed by a police vehicle and then an ambulance, were all involved in a collision with the man who was in the carriageway.

He sadly died at the scene and is believed to be 19 years old and from the local area, however he has not as yet been formally identified.

His next of kin have been informed, Suffolk police said.

The incident sent shock waves through the small community by the side of the busy carriageway and Peter Langdon, the chairman of Rushbrooke with Rougham Parish Council, said he passed the incident as he was heading towards Stowmarket earlier in the day.

He said he could see green tarpaulins over the scene of the crash with emergency vechicles also in attendance.

He said: “It’s a terrible incident to have happened and we are all obviously concerned about it and it’s a big shock but at this stage we don’t know who the victim is or where he comes from.

“I was going to see my sister when I passed the incident after coming onto the A14 from Rougham and you just wonder what he was doing trying to cross the road at that time of the morning.”

Yesterday afternoon, a police spokesman said: “Neither the police car or the ambulance were responding to an emergency at the time and as such were not travelling on ‘blue light’ runs.

“The police vehicle was conveying a person under arrest to custody and the ambulance had a patient on board, however no one in either of these vehicles, or the other car involved, sustained any injuries.”

The westbound carriageway was closed while a collision investigation took place, reopening at 2.30pm.

It total, it had been closed for around 10 hours.

Suffolk police say they have informed the Independent Office for Police Conduct about this incident, under standard procedures.

Anyone with information about this incident is asked to contact the Serious Collision Investigation Team on 101, quoting reference CAD 80 of 14 October.
