The incident happened in Persimmon Walk, Newmarket, between 3.30pm and 4pm on Sunday.
A police spokeswoman said: “Two nine year old girls and a 4 year old girl in a front garden have been approached by a group of four male youths.
“One of the males spoke to them in a suggestive, offensive manner and they left. The male who spoke is described as white, 14 to 16 years old, 5ft 8in inches tall with short curly blond hair and was wearing a black jacket.”
