The Kenya international has indicated that he is keen to join City rather than Jose Mourinho's Inter Milan providing a work permit can be secured.
Striker Valeri Bojinov, already on loan at Parma, is likely to make his move permanent as part of the deal for Mariga, 22.
City last night made an improved offer for Middlesbrough winger Adam Johnson - but Boro boss Gordon Strachan has insisted he wants the England Under-21 star back on loan for the rest of the season.
Eastlands boss Roberto Mancini had hinted he would wait until the summer when Johnson, also 22, will be a free agent.
But last night he upped his 5million offer to nearer 6million.
