Fulham boss Roy Hodgson is aware of Arsenal's interest but is desperate to keep hold of Hangeland.
Hodgson will offer the powerful player an improved contract to stay. And if the 6ft 4in stopper insists on going, Fulham will demand more than Wenger's valuation.
Arsenal also have their eye on another defender, Ajax captain Thomas Vermaelen, as Wenger looks to rebuild his squad.
