The former Wigan striker, 28, spent time training with Rovers earlier in the summer and impressed Big Sam.

But he could not offer 'Duke' a move to Ewood Park as the Blackburn board are hoping to reduce the size of the first-team squad rather than increase it.

However, Hornets boss Malky Mackay has put forward a proposal which would see lifelong Rovers fan Gallagher move to Vicarage Road.

Blackburn want �1million for Gallagher, 24, and were not happy with the cash offered by Watford. But they could be tempted on different terms.

Championship rivals Swansea are also keen on the Rovers forward as Big Sam looks to wheel and deal in the transfer market before the window shuts.

He has persuaded his board to offer a deal to former Real Madrid defender Michel Salgado, 33, and the two parties are now trying to thrash out personal terms.
