The new Blues boss bid �22million for the tough-tackling Roma midfielder.
But his offer was KO'd by the Serie A club who insist De Rossi, 26, is not for sale at any price.
Roma director Bruno Conti said: “The offer was a lot of money but it was refused. For Roma, this player is untouchable.”
And team president Rosella Sensi added: “De Rossi is not for sale and will not be in the future.”
Ancelotti is lining up a �2.5m bid for Norway midfielder Erik Huseklepp, 24.
The Brann star has five goals in his last six games and is set to figure in tonight's World Cup qualifier against Scotland.
Aston Villa and Newcastle are also keen on him.
