Cotter, who can play at right-back, in central defence or midfield, currently plays for League of Ireland side Limerick and has already spent time on trial with Town at Playford Road.
The 19-year-old joins in a deal believed to be worth in excess of £50,000, penning a contract until 2021.
He said: “I can’t wait to get going now. It’s a fantastic opportunity for me to learn here.
“I know Aaron (Drinan) from growing up and playing at U19 level and I know some of the other boys here as well which will help me settle in.
“It’s a big step up for me but I’m confident it’s one I can make. I’ve not set myself too many goals yet. I’d like to break into the first-team obviously but for now, I just want to get my head down and work hard and show people what I can do.
“With the manager and coaching staff here I feel I can really improve as a player and that’s my main aim for now.”
Cotter is said to be quick, athletic and strong but more suited to playing as a full-back rather than in the middle of the defence due to his ability in the air. He’s good on the ball but, due to his young age, has yet to fully commit to one position.
Cotter achieved internet notoriety in 2015 when he moved to Limerick, due to his likeness to Brazilian star Neymar, but this resemblance is not something the youngster overly courts.
His arrival at Ipswich is likely to see him link up with the Blues’ development squad.
