Revolutionary plans for a two-tier Premier League, which would include Celtic and Rangers, are to be discussed at a chairmen's meeting today.
Bolton chairman Phil Gartside has been working on the proposals for a two-tier league for more than a year, and is concerned that too much money continues to flow into the coffers of the top four clubs.
His blueprint is on the agenda for today's Premier League chairmen's meeting in London, and it could also lead to a review of cash distribution in the top flight.
Ipswich Town boss Keane is not putting his weight behind a two-tier system - he is not a supporter of this idea - but he does believe that the two Glasgow giants should be in the Premier League.
“Celtic and Rangers should be in the Premier League. I've been saying that for years,” insisted Keane.
“I think it would be fantastic if these two clubs joined the Premier League.
“They are terrific clubs and they both have massive support. But I think the rest of Scottish football might not welcome it.”
