Scotland still has one year left on his current two-year package at Portman Road, following his �750,000 move from Wigan last summer.
The 32-year-old scored nine goals last season, but only one away from Portman Road, and especially struggled for form during the second half of last term.
Wednesday boss Gary Megson is looking to strengthen his strike-force, after another poor season at Hillsborough last term.
