Johnston, 37, rode for Ipswich Evening Star Witches this year and captained the side for much of the campaign after Chris Louis was injured.
The Australian will be joined by Simon Walker, Emil Kramer, Cory Gathercole and Brendan Johnson.
He said: “I love racing, and felt that the Premier League would give me more opportunities than the Elite League.
“I have always given my British racing top priority unlike some Elite League boys and I'm delighted with the move.”
