The Yorkshire Evening Post reports that Garbutt wrote on his Facebook page that he is moving to Liverpool on Friday. When a friend asked whether he was going to play for Everton, he replied that he was.
The 16-year-old left-back was present for the England Under-17 side that competed at the European Championships this year, scoring England's only goal of the finals against Holland in their 1-1 draw.
Everton have not yet commented on the transfer, but David Moyes has a track record in signing young players from the lower leagues, such as Dan Gosling from Plymouth last summer.
Garbutt would not be the first highly-rated youngster to leave Elland Road, for instance Danny Rose also left Leeds at the age of 16 for Tottenham Hotspur.
