City are unwilling to meet the 20million clause which would trigger his release, but a fee of 15m with more to follow if he proves a success should be enough to see him rejoin his former boss Mark Hughes.
A senior Rovers source said: “Talks between the clubs are ongoing but we're not a long way apart now. If he's going to go we want it done quickly.”
The 27-year-old Paraguayan target man has been continually linked away from Blackburn having scored 23 goals in 57 appearances since arriving at Ewood Park from Bayern Munich in a 3.5m deal in 2007.
