The England Under-21 impressed at Molineux on loan earlier this season and was recalled by Chelsea in January to challenge for a place at Stamford Bridge.
But the 21-year-old has only made one league start under Guus Hiddink and McCarthy wants him to strengthen his newly-promoted side.
