The decision, made under the league's administration rules, leaves Southampton rock bottom of the league on 34 points, with already-relegated Charlton on 36.
Norwich are next on 46, two behind Barnsley, three behind Nottingham Forest and four back of Plymouth.
But the Canaries are now effectively battling to avoid just one remaining relegation spot with two games left.
