Everton boss David Moyes hopes of getting Berg for a bargain �5m have been thwarted with Dutch club Groningen hiking the price after big interest from around Europe.
Ajax boss Martin Jol has denied he is ready to make a �10m bid, leaving the way open for Spurs and Everton to seal a deal.
The 6ft Berg is renowned for his heading ability, first touches and being able to shoot and pass with both his right and left foot. He is also known for his tactical dribbles and scoring from unusual angles.
Meanwhile, Tottenham are demanding �18m from Sunderland for Darren Bent, but chairman Niall Quinn is not meeting their valuation.
