A deal was agreed just before Thursday's midnight transfer deadline, with front-runner Vernon having travelled down from the Lancashire coast earlier in the day to agree personal terms.
However, the deal was not rubber-stamped until it had been ratified by the Football League authorities this afternoon.
Two years ago, Vernon scored a crunch winner at Bournemouth during a loan spell with Colchester in their promotion winning season of 2005-06. He netted both goals in Blackpool's 2-0 win at Layer Road on December 29.
