Bruce is keen to snap up the highly rated Welsh youngster Ledley by offering �4million plus Wales star and former Bluebird Jason Koumas, who is valued at �2m.
Ledley may be sold before the window shuts, with Stoke City still among his admirers.
Bruce - who has seen a move for Reading's Stephen Hunt falters - is armed with the cash from the sales of �14m Wilson Palacios and �3.5m Emile Heskey.
