Walton: Plans to create a new Tesco, fast food restaurant, 20-room hotel and new homes at Martello Caravan Park take a step closer

A proposed regeneration scheme in Walton could be one step closer as developers have revealed they have reached agreement with partners on the project.

Martello Land and Properties Ltd is looking to create a mixed use development on land off Kirby Road, at the Martello Caravan Park.

The proposals include 250 homes, a 15,000 sq ft retail unit, pub with 20 hotel rooms, fast food restaurant, doctors’ surgery and care home.

Planning permission has already been granted for a Tesco store and petrol station on the site, but a spokesman for the retail chain said it was not in a position to confirm an opening date.

An application was submitted for the surgery and care apartment scheme in December but was later withdrawn.

As part of an application to create a new and improved access road to the site, the developer has stated: “Agreement [has] now [been] reached with other parties to develop the additional land uses [to the Tesco store].”

It later added: “Additional development is now more certain as a number of developer agreements have been secured since the Tesco consent in 2011.

The existing application, to be decided by Tendring District Council (TDC), is only for the access road and related pedestrian crossings, and not for the other aspects of the development.

However the overall scheme does match TDC’s Walton Regeneration Framework.

The existing caravan park is set to be cleared in November when the lease comes to an end.

In a report made as part of the road application, the developer adds: “The delivery of the infrastructure is currently linked to the consented Tesco application. Early delivery of the required highway and access proposals will ensure that the wider masterplan can come forward independent of the Tesco consent.

“This will allow Martello Land and Properties to facilitate the wider regeneration of the site.”

ris Johnson, mayor of Frinton and Walton, said: “Walton does need a big boost, though I am not sure Tesco is what was needed – Tesco don’t appear to be doing anything with the site, and I think it would take away from the High Street which needs all the support it can get.

“We also have a lot of restaurants and cafes already too.

“The doctors’ surgery is quite important, though I’m not sure that sould wort out the situation where we can’t get more doctors in the area, and whether we need another nursing home is debatable. I appreciate we have a lot of lelderly people in the town and more coming but there are a lot of youngsters as well and we should be looking at something to help them.

“Until we see the plans properly it is a very difficult one to judge.

“When people want to invest in the town it is very difficult to say no, but it has to be for the right reasons.”
