The pair's rival Tony Fernandes appears to have admitted defeat in the race for control at Upton Park in a Twitter message.
The Malaysian businessman said: "Deal lost on West Ham. Hopefully new owners protect what's good. We gave awesome deal and new ideas to rejuvenate a club and bring excitement."
Investment group Intermarket are now the only rival bidders still said to be in the race, but Sullivan and Gold, both childhood supporters of the Hammers are firm favourites.
