A stretch of the carriageway was sealed off for about three hours as the East Anglian Air Ambulance and other emergency vehicles dealt with the two-car crash.
The Norwich Southern Bypass was closed at the junction with the A146 Lowestoft road, causing tailbacks in both directions and into the city.
It is understood that a woman suffered a serious injury and a police officer, who was possibly in another vehicle, sustained a leg injury and both were taken to the Norfolk and Norwich University Hospital.
