A special task group is to discuss whether to take action over proposals to delay a clean-up of Suffolk's rivers by 36 years.
East Suffolk councillor Peter Byatt wanted the Suffolk Public Sector Leaders Group, comprising the heads of the county, district and borough councils, to intervene after the Environment Agency announced its target date of 2027 was going to move back to 2063 because many waterbodies were set to miss the target date.
He tabled a motion to the East Suffolk council meeting on Wednesday (January 25) calling for it to write expressing concern about the delay and said if Suffolk leaders could not do it, "then who could?"
He also wanted the council to write to Suffolk MPs and the Environment Agency.
He added: "It is a bit like the Wizard of Oz with them all chattering away behind the curtain, but when they come out it is a bit feeble".
However, councillors said they could not decide the agenda of the Suffolk leaders group.
Council leader Steve Gallant said it was a matter for James Mallinder, cabinet member with responsibility for the environment, to take to the council's Environment Task Group to discuss.
