A police cordon is in place at a car park.
Essex police confirmed that "concerns for the welfare of a man" were raised shortly after 8.30am on Wednesday.
A cordon is in place at St John's Car Park in Colchester and the car park remains closed.
It has been reported that a council worker discovered a body at the site early this morning.
The council is assisting the police following the discovery.
Police will be issuing further updates throughout the day.
