Denbury Homes has confirmed it purchased a site to the south of Cavendish Road, Clare, at the end of last year.
It is located opposite the 53-home estate also being built by the developer.
Rainier Developments had been given outline permission to construct up to 70 homes and a car park on the land in March last year.
A spokeswoman for the company said it has submitted a reserved matters application for the "design, layout of the site and all landscaping and associated infrastructure."
A planning statement submitted to West Suffolk Council read that its "vision is to create a well-integrated, inclusive and sustainable place, where homes of varying sizes and tenures sit within a framework of tree-lined streets".
The homes would be centred around a primary road, while affordable properties would be located around the development.
West Suffolk Council is currently considering the reserved matters application.
