Fresh information has been provided as part of the proposals for 50A to 52A in Sudbury's North Street after previous plans were withdrawn.
If approved, the development would involve building two, two bedroom homes.
The shops currently on the site would be demolished.
A marketing report submitted as part of the application reveals 46 unsuccessful viewings were held as part of a bid to find a new commercial proprietor.
Feedback from the viewings suggested the properties are "in a secondary location with declining footfall and some distance from the town centre shoppers car parks."
Percival and Company, who carried out the report, added that "there is no reasonable prospect" of the units being used for a commercial use and "therefore redevelopment to residential represents the most appropriate, sustainable and beneficial use of the site".
The application is currently being considered by Babergh District Council.
