Lewis Bridger has announced he has agreed terms to ride for Peterborough next season.
The Eastbourne Eagles star says he has accepted an "amazing offer" to join the Panthers.
Eagles are unlikely to stand in his way but the move is still subject to the two tracks agreeing a price.
Bridger could move on loan, for a transfer fee or as part of a rider swap.
Eagles co-promoter Trevor Geer said: "I told him this morning he is free to go if he wants to, though ideally we would like him to stay."
