Ms Barker, who manages Blocks employment service, has been with the firm for more than five years.
She qualified in the City of London in 1987, and became a specialist employment lawyer.
Blocks partner Andrew Fleming said: “Frances has done a tremendous job since joining the firm. She has expanded and developed our employment service and has forged strong working relationships with many local businesses. Her promotion to partner reflects these achievements and is much deserved.”
