Essex Police say they have charged two people following the incident in Britannia Way on Saturday.
Police were called to reports of a disturbance near the Britannia car park at around 7pm on May 5.
David Monteiro, 21, of Brunswick Street, London E17 and a 16-year-old boy also from London, who cannot be named for legal reasons, have both been charged with wounding with intent, possession of an offensive weapon in a public place and affray.
They are due to appear at Chelmsford Magistrates’ Court today (May 7).
