The League Two side, who had 10 points deducted earlier in the summer after breaching Football Association regulations over agents fees, have had an extra 20 taken away today by the Football League.
Luton, relegated last season, were hit with the latest penalty after applying to come out of administration.
The 2020 group have agreed a takeover package for the club, but they were unable to agree a Company Voluntary Arrangement (CVA) with the club's creditors - so the Football League Board have now decided they must face the deduction.
The news comes as ex-Ipswich Town winger Darren Currie, who is currently signed to Luton, is being lined up for a return to former club Brighton.
