England’s Nick Catlin equalised Thomas Briels’ opener, before Ashley Jackson’s goal was wiped out by Belgium’s Tanguy Cosyns.
Bobby Crutchley’s men, featuring Ipswich’s George Pinner and Harry Martin, finished second in their group.
England will face the winners of Group B, a group that is currently led by Holland.
Second-placed Argentina can still catch the leaders, while Germany and New Zealand can still finish as runners-up.
