Roy Hodgson is desperate to bolster his midfield as he aims to improve on last season's seventh-place finish.
The move for Reo-Coker, 25, comes after the west London club's pursuit of their top target, West Brom skipper Jonathan Greening, broke down.
Hodgson was keen to land the former Manchester United midfielder - but had three bids for the 30-year-old turned down by the Baggies. And the ex-Inter Milan chief will now turn his attentions to the former West Ham man, who is also a target for Sunderland and Everton.
Fulham are short of central �midfielders after failing to replace Jimmy Bullard - who completed a �5m switch to Hull last season.
It is understood that Reo-Coker wants a move back to London after a two-year spell in the Midlands.
