Rovers manager Sam Allardyce is a big fan of the Portsmouth striker, whose future is in doubt.
But Crouch's �70,000-a- week wages are an issue.
Allardyce has a transfer kitty of �13million after selling Roque Santa Cruz and Matt Derbyshire.
But Rovers midfielder Brett Emerton insists they have already shown they can cope without the pair.
He said: “The squad will be full of confidence at the way we finished the season. It was European form - without the injured Roque and Derbyshire.”
Meanwhile, Allardyce will bid �4million to bring Hibernian striker Steven Fletcher to Blackburn. (Daily Express)
Scotland international Fletcher, 22, has scored more than 50 goals for the SPL club.
