Spurs boss Harry Redknapp will use his friendship with Eagles boss Neil Warnock to steal a march on his rivals in the race for the England Under-19 international.
Eagles chairman Simon Jordan has a frosty relationship with Spurs after academy graduate John �Bostock's controversial switch to White Hart Lane last summer.
A tribunal ordered Spurs to pay an initial fee of �750,000 for Bostock, when �Jordan valued him at �5m.
But Jordan, who has pumped in �5m to keep Palace afloat over the summer, will find it tough to �resist a big bid for the 18-year-old Moses.
The �Football League have imposed a transfer embargo at �Selhurst Park in relation to unpaid bonuses and wages to ex-players.
Wigan have held talks with Palace over Moses - but will not pay the �5m asking price. Sunderland and Arsenal are also watching him.
