Arthouse cinema chain Curzon has submitted a planning application for Roman House in Colchester.
The boutique outlet has been linked to the site in Queen Street, which was part of the former Keddies store, since 2013.
Now it has put forward formal plans to Colchester Borough Council for approval.
A restaurant and bar will make up the ground floor of the site, while three screens will be located on the upper storeys.
It will employ 25 full-time and 30 part-time staff.
The restaurants could open from 7am each day, closing at midnight weekdays, 1am Saturdays and 11.30pm Sundays, while the cinema will be open from 9am until midnight weekdays, until 1am on Saturdays and from 10am-11.30pm Sundays, if approved.
The planning report states: “The proposal will provide a high standard of architectural design which will add to the future vibrancy of the area.”
